Shelly grew up in New Prague. She earned her bachelor’s degree in business administration from Mankato State University.

She enjoys working in the state revolving program that helps landowners fund their septic system repairs. She administers the State Revolving Loan Program, provides administrative assistance to all grant programs, provides administrative assistance to the Non-Point Engineering Assistance Program and maintains District financial records.

She has worked at the District for 11 years.
